Our Agenda

My plan is simple, but it will take hard work and courage to make it happen:

♦ Clean-up government and punish corruption by adopting tough new ethics rules and creating an ethics commission.

♦ Balance the budget without higher taxes.

♦ Help businesses create jobs by getting governmentout of the way, not with reckless bailout schemes.

♦ Protect homes and families by making public safety a top priority.

Janice Rutherford for Fontana City Council


Janice’s zeal for community service began as a Girl Scout picking up litter and playing with autistic children.  During high school, she spearheaded a community-wide effort to lobby for school funding and served as the student representative on the school board.  For college, she went off to Washington, D.C. to learn more about government and activism, returning to California as a political volunteer. 

After finishing grad school, Janice looked for opportunities to serve in her local community.  She became involved with the Fontana Boys & Girls Club and the local Boy Scout district, and was appointed to the Fontana Parks & Recreation Commission.  Soon she was appointed to the Fontana Planning Commission, which she chaired. 


In 2000 she was elected to an open seat on the Fontana City Council. She was re-elected in 2004 and 2008. 
She served as Mayor Pro Temp in 2002-2004 and has been the Chair of the Fontana Redevelopment Agency and the Fontana Fire District.  She spearheaded the creation of the Community Assistance Program and cast the deciding vote to begin paramedic service in Fontana.

Janice hosted a singing group from Australia. The performers sang for the Fontana Rotary Club, Kaiser Medical Center's pediatrics oncology ward, and visited with members of the Fontana Boys & Girls Club, who enjoyed learning about a foreign culture.
In addition to her responsibilities in Fontana, Janice is active with the League of California Cities to promote the cause of local control and lobby on behalf of municipalities at the state level.  She served three years as President of the Inland Empire Division of the League and is currently a member of the State Board of Directors and the Steering Committee for Citipac.


Janice is a member of the Fontana Rotary Club where she focuses on literacy and the Service to American Rotarians projects which provide relief work to the communities devastated by Hurricane Katrina.  She serves on the Fontana Boys & Girls Club Board of Directors where, as President, she spearheaded the capital campaign to raise $1 million to build the Clubhouse at Almeria Middle School.  She is also on the Boards of Directors for the Chaffey College Foundation Board, the Junior State Foundation and the Fontana Art Association. She helps Boys Scouts in Fontana prepare for their Citizenship merit badges, and works with a volunteer committee to coordinate the annual Fontana Community Prayer Breakfast.

Janice joined other Fontana residents in doing hands-on relief work in the town of Pass Christian, Mississippi, which was 85% destroyed by Hurricane Katrina.  Pass Christian is Fontana's Sister City. Janice Rutherford doing volunteer work in Mississippi

Janice works as a Taxpayer Advocate for Board of Equalization Member Barbara Alby.  Previously, she was the Public Affairs Director for BoE Member Bill Leonard, and also served as Mr. Leonard's Chief of Staff during his terms in the State Assembly and State Senate.  In addition to her state work, Janice has been a motivational speaker and trainer, providing consulting services for business, government and education clients.  She also worked in her late husband's small businessed, including operating a store in Disneyland.

In December of 2005, she married Steve Young Lim, an occupational therapist, certified hand therapist and ergonomist for Kaiser Permanente.  They have two sons. As a family, the Lims enjoy camping, biking, canoeing and hiking.  Janice is a paper crafter who does rubber stamping and scrapbooking, and she is also an avid reader.


Janice has previously been on the advisory board for the School of Business and Public Administration at Cal State San Bernardino.  She was a volunteer for the Volunteer Center of the Greater Pomona Valley and the Inland Valley Nonprofit Resource Center.  She previously assisted the local Boy Scout council with fundraising and membership.  Along with her late husband, she organized performing arts programs for area high school students through the San Bernardino Civic Light Opera, the Inland Theater Guild and the Summer Academy for the Performing Arts at A.B. Miller High School. As a member of the Church of Jesus Christ of Latter-day Saints, Janice has been involved in and coordinated a variety of community service projects, from graffiti paint-outs to international humanitarian relief efforts to emergency preparedness fairs, as well as teaching Sunday School and women’s spiritual and homemaking classes.


A native Californian, Janice earned a Bachelor's Degree with Highest Honors from U.C. Riverside where she was recognized as an Undergraduate Research Scholar. She holds a Master's degree in American Politics from the Claremont Graduate University, where she also did doctoral coursework in Economics and Public Policy. She is a graduate of the Great Valley Leadership Institute and participated in the League of Cities’ California Leadership Institute.

Janice helped create the James S. Thalman Award As President of the Inland Empire Division of the League of Cities, Janice helped create the James S. Thalman Memorial Public Service Award to honor those who work hard to advocate for local control in California government. Jim Thalman was the Mayor of Chino Hills when he passed away.

Janice has been recognized as the 63rd Assembly District's Woman of the Year, a Woman of Distinction by the West End YWCA, and Chaffey College's Alumni of the Year. She has received the National Medallion from the Boys and Girls Clubs of America. 

Surprising Notes from Janice’s Life:

  • She once went Bigfoot hunting, without success.
  • She was homecoming queen at Chaffey College during one of two semesters she attended there.
  • While living in Washington, D.C. she and a group of friends protested human rights violations in the Soviet Union each night in a prayer vigil at the White House and the Soviet Embassy.
  • She is proud of having biked 50 miles in one day to raise funds for the MS Society Bay-to-Bay bike ride in 2005.
